Recently, General Office of Qingdao Municipal People's Government issued the ‘Interim Measures for Foreigners Working in Qingdao’ to help create a higher level of open environment.
The Measures focus on Qingdao's industrial needs, expand the scope of high-end talents and professional talents, and include foreign talents who have obtained Shandong Huicai Talent Card, Qingdao Talent Service Green Card, and foreign talents who are in charge of science and technology projects at or above the municipal level, senior management or technical personnel employed by major science and innovation platforms, and those in charge of high-tech enterprises into the category of high-end talents; relax the admission criteria for professional talents.
The age restriction is abolished, and the introduction of foreign investors in enterprises is increased; the working permit and residence permit period for foreign talents in Qingdao is relaxed to a maximum of 5 years; the introduction of foreign high-end talents and teams is encouraged, and the living needs of high-end talents are taken into account to provide convenience for their scientific research and living.
In view of the opening-up needs of Shandong Pilot Free Trade Zone and SCO Demonstration Area, foreign talents are allowed to develop their own classification standards, and foreigners are allowed to apply for work permits by relying on the innovation carriers in the area, so as to attract more excellent foreign talents to come to Qingdao for innovation and business.
