Spending 480 million to invest and introduce talent, Qingdao set a new record

Nowadays, more and more cities is spending heavily to recruit high-end talents that has been the ‘cornerstone’ of a city's high-quality development. So is Qingdao.
The latest data from the Municipal Finance Bureau show that in 2020, Qingdao’s special funds for talents at this level will reach 480 million yuan, an increase of 23% over 2019. 1500 post-doctoral students, 3082 master and doctoral students, and more than 40,000 college graduates will enjoy the talent policy dividend; 7 top talents received financial support. The scale of capital investment, talent introduction and number of beneficiaries hit a record high.
Attracted by the valuable policy, 250,000 talents of all types including 3,366 "double first-class" college graduates gathered in Qingdao in 2020. Qingdao was re-elected in the list of "2020 China's Best Cities for Introducing Talent".
In 2020, the Municipal Finance Bureau got over the difficulty of the epidemic, tax cuts and fee reductions, rigid expenditure growth and so on. And they made every endeavor to integrate policy funds and provide strong capital guarantee for talent work. Meanwhile, they have tried to implement to transfer from allocation to investment for the research on talent projects with a high degree of social capital recognition and improved the timeliness and convenience of the authority departments in reviewing and fulfilling the talent policy through an innovative way of ‘pre-allocation plus liquidation’. All the efforts can help to continuously improve the satisfaction of talents.
In 2021, the Municipal Finance Bureau will continue to promote the transformation of talent policy from inclusiveness to personalized customization, establish ‘talent fund’ and ‘talent loan’, and support the construction of Qingdao Talent Innovation and Entrepreneurship Ecological Alliance and the implementation of Qingdao Elite Program. In this way, we can provide high-quality services throughout the entire chain and life cycle for talents and build Qingdao as a vigorous island where talents gather.
