2021 Qingdao Laoshan Entrepreneurs and Industry Leading Talents Conference, with the theme of “Join Hands with Outstanding Partners for a Better Future of Laoshan”, was successfully held in Qingdao International Convention Center on Jan 17, 2021. A lump sum payment of 137 million yuan is issued by the Laoshan district to reward entrepreneurs and industry leading talents. Development Merit Award goes to 3 enterprises, with each entrepreneur granted 3 million yuan; Outstanding Achievement Award goes to 10 enterprises, with each entrepreneur granted 1 million yuan; Excellent Contribution Award goes to 50 enterprises, with each entrepreneur granted 500,000 yuan; New Prominent Award goes to 10 enterprises, with each entrepreneur granted 300,000 yuan; Talents Attraction and Cultivation Award goes to 6 organizations, with all together 36.2 million yuan being given to 116 talents.
Entrepreneurs with the Prime Service Card can enjoy specialized service provided by the Laoshan district, including free tour to Mt. Laoshan, free use of cultural hall, and free physical examination.
Pioneering industrial policies are initiated
A friendly business environment can be the best icon of the city.Policy Package for Stimulating Industrial Development of Laoshan District was released on the conference to bolster a better business environment. The package has comprehensively improved and revised terms concerning economic contribution, further emphasized incremental rewards, clarified rigid payment and “application-free reward” mechanisms for high-growth enterprises, aiming to create a “one industry, one policy” system featuring best policies, most convenient services and most integrated mechanisms.
The country’s first “application-free reward” policy implementation platform was officially launched on the conference, with 89.66 million yuan being awarded to unicorn companies, hidden-champion enterprises, gazelle enterprises and outstanding enterprises.
2020 witnessed 3 newly added unicorn companies in Laoshan district, bringing the total to 6, ranking first in Shandong province.
In 2021, the district will ramp up its efforts to add 2 more unicorn companies and 4 new gazelle enterprises.
First-class talent ecosystem helps to attract top talents
Long-lasting development relies on talents.
Insisting on “introducing one talent, landing one project, and driving forward an industry”, the district has rolled out many incentive policies to help introduce more talents and professionals, striving to build an ecosystem featuring “four plus one”: “four” stands for industries, capital, talents and technologies, “one” refers to the environment providing high-quality and efficient government services.
Such ecosystem has upgraded the district to a strong magnetic field for top talents gathering. So far, the district has attracted 45 academicians, 78 national-level professionals and 221 high-level scholars and industry leading experts, making it the first choice for talents at home and abroad who are pursuing innovation and entrepreneurship.
Join hands to open a new chapter of high-quality development
Entrepreneur and talent representatives spoke at the conference, emphasizing on the collaboration and joined efforts between enterprises and the district. Mutually beneficial cooperation can be achieved through a close tie between enterprises and the city.
Advantages of industrial agglomeration have already taken shape in the district. In 2020, Laoshan continued to optimize enterprise-establishing mechanisms, and saw its newly-settled key projects grow 50% to a total of 132, with a gross investment of 89.8 billion yuan. Among them, 82 are 100-million-yuan projects, up 30%; 24 are 1-billion-yuan projects, up 40%.
Meanwhile, building economy has become a new highlight of Laoshan. It is the first district in Qingdao to carry out building economy policies, the first in Shandong province to formulate county- and district-level commercial building rating standards. 1.5 million square meters of buildings have been built and put into use. Six newly added 100-million-yuan tax payment buildings have brought the total to 26.
Comprehensive strength of Laoshan district has been further enhanced. Laoshan’s GDP growth rate was in the front rank of Qingdao in 2020. District-level general public budget revenue went up 3% to 16.18 billion yuan, tax revenue increased by 5%, fixed asset investment growth rate exceeded 20%.
2021 is the “project landing year” for Laoshan. To strengthen its economically advantaged status, the district will strive to add 30 outstanding enterprises and 80 high-tech enterprises, attract 5 Fortune China 500, 5 headquarter projects and 80 100-million-yuan-level projects, introduce 100 and above financial and similar financial institutions, forming a new development pattern supported by finance, technology, culture and medical health.

“Application-free reward” stands for bonuses and subsidies that are timely credited to enterprises’ accounts without extra handling of application materials as long as such enterprises have been certified and approved by relevant authorities. So far, enterprises that are granted the Manufacturing Individual Champion Award, Unicorn Companies Award, Hidden-champion Enterprises Award, Gazelle Enterprises Award, Outstanding Enterprises Award and High-tech Enterprises Award can enjoy “application-free reward”.
“Outstanding enterprises” was first proposed in Opinions of the State Council on Further Supporting the Healthy Development of SMEs, issued on April 26, 2012. “Outstanding” lies in four aspects: specialization, exquisiteness, distinctiveness and innovation.
